Absztrakt

A kitekintő írás Panica 2023-as tanulmányát ismerteti, amelynek téműja a fejlődés koncepcionális megközelítései és a szegénység csökkentésére irányuló politikák közötti változó kapcsolat.

A kortárs szociálpolitikai diskurzusokban egyre inkább kritika tárgyává válik az „állam” intézményének létjogosultsága. Bár Nyugat-Európában az állam, ezen belül a jóléti rendszerek jelentős szerepet játszottak a modernkori civilizációs folyamat felerősödésében, Közép-Kelet Európában azonban másként alakult a társadalom kulturális-civilizatórikus „fejlődése” a Nyugathoz képest. Daniela Panica alább ismertetésre kerülő tanulmánya a romániai jóléti államiság fele törekvő ideológiák megértésének intenciójával született. Megközelítése szerint ezen folyamatok modellálására szükségszerű a szociálpolitika korszakainak átható megismerése, melyek leginkább az alkalmazott szegénységcsökkentési módszerek kronológiai változásai által ragadhatók meg.

Abstract

The Outlook paper presents Panica’s 2023 study on the changing relationship between conceptual approaches to development and poverty reduction policies. In contemporary social policy discourses, the legitimacy of the institution of the ‘state’ is increasingly subject to critique. Although the state, including welfare systems, played a significant role in the modern civilisation process in Western Europe, the cultural- civilisational ‘development’ of society in Central and Eastern Europe was different from that in the West. Daniela Panica’s study, presented below, was conceived with the intention of understanding the ideologies that aspired to welfare statehood in Romania. She argues that to model these processes, it is necessary to have a comprehensive understanding of the eras of social policy, which can be best captured through chronological changes in the poverty reduction methods used.
